Abstract Frequency of the electric power system [FEPS] is an important index of electricity production. Even in normal conditions, FEPS is not constant, and at the same moment the frequencies in various nodes of the power system are also not completely the same, they are only equal statistically. Therefore, how to control the frequency and make the deviation within the standard limits is a question concerned by both sides, electricity suppliers and consumers. As the scale of power system extends continuously, now both in China and abroad has developed the joint electrical power system which interconnect several regional power systems together, and then active power-frequency control problem inside the joint power system has been occurring. Now, Flat Tie-line Control is applied in Heilongjiang electric power system and Northeast electric power system, FEPS doesn’t be controlled directly. It has many problems to reestablish frequency by adjust active power of generators inside the adjoint regional systems. Based on the modeling of frequency and active power control, this Paper has analyzed the active power-frequency control between joint system. Considering the reality of the Northeast power system, a frequency control mode among the joint system is mentioned. Furthermore, this Paper has also explored the Tie-line inside the Northeast power system and frequency control scheme, proposed a strategy suitable for these Tie-lines and frequency control, put forward the quotiety of frequency deviation at Tie-lines. As for the realistic controlling standard for A’s series standard using in CPS standard inside Northeast network has also been studied, and the index parameters are selected. Now in China and abroad, power system ordinarily adapts PI regulators to control frequency. It has too much time to come back stability area and has overrun adjust value.
