摘 要 “三农”问题一直以来不断影响着我国经济发展和现代化建设的进程，党 和国家对此高度重视，发展农村职业教育是解决“三农”问题较为关键的因素。 随着新农村建设的推进、农村经济结构的调整及城镇化进程的加快，2011 年教 育部等九部委发布《关于加快发展面向农村的职业教育的意见》，使发展面向农 村的职业教育的政策导向逐渐清晰，不同区域职业教育的合作办学，是推动城 乡职业教育协调发展、解决农村职业教育发展困境的有效途径。通过对东西部 职业教育跨区域合作办学的研究，可以为面向农村的职业教育发展提供科学的 指导，创新职业教育发展模式。 本文运用文献法、调查研究法、个案分析法等多种研究方法，对发展东西 部职业教育跨区域合作办学过程中的相关问题进行深入分析，以期促进职业教 育的协调发展。文章首先对跨区域合作办学的概念、类型、原则等进行阐述， 系统的分析了跨区域合作办学的政策、经济及资源基础。其次，总结了江山中 等专业学校和宿豫中等专业学校的合作办学经验，并对天津部分参与合作办学 的学校实施问卷调查，发现合作办学中存在影响力不够广泛、对合作办学认识 有偏差、经费支持存在困难、专业衔接不流畅、学生对环境适应性差等问题， 提出完善推进政策保障、提升学生异地学习的适应性、改善跨区域合作办学的 管理机制、调整合作办学内容与形式、注重资源的优化配置及教师的培养、健 全跨区域就业机制六方面的发展建议。 关键词：农村职业教育；东西部；合作办学；跨区域 ABSTRACT ―Rural, Agriculture and Farmer‖ issue has continuously affected the development of China’s economy and the process of modernization. The party and the country have already attached great attention to this issue. The development of rural vocational education is the key factor to solve it. Along with the advancement of new rural construction, the adjustment of rural economic structure and the speeding-up of urbanization, nine commissions such as the ministry of education issued ―Advices on speeding-up the development of rural vocational education‖ in 2011, it makes the policy-oriented of the development of rural vocational education gradually clear. It is an effective way to coordinate the development of urban and rural vocational education and solve the predicament of development of rural vocational education by the cooperation of running schools for vocational education in different regions. Through the researches on the vocational education for eastern and western cross-regional cooperation in running schools, this study can provide scientific guidance for the development of rural vocational education and innovative pattern of the development of vocational education.
