Abstract The Vietnam War was one of hot wars under the Cold War background. The war lasted longer and impacted deeply in American history, which is rare in the United States. Domestic and foreign scholars, different people with different opinions, made a large number of academic achievements about the involvement cause as well as relevant policies. The thesis mainly focuses on discussing the Indochina policy from Truman to Eisenhower President, following tracks of materialist conception of history and combining research methods of history and international relations theory. By analyzing these, the thesis concludes that such policy was formed in the Cold War mentality combining idealism. This thesis is divided into three parts: introduction, the body part, the concluding part.  The introduction mainly introduces some of the major domestic and foreign research about policy of the United States in Indochina and describes the reasons for writing. The body part is divided into four parts: Historical Review - the concept of wartime policy in Indochina (1940—1945); Truman Administration early silent policy (1945. 5—1949); the late Truman administration limited intervention policy (1950—1953); Eisenhower Administration New Look policy (1953—1960). The concluding part concludes that the policy-making is affected by the impact of the Cold War mentality by analyzing U.S. policy in Indochina from Truman administration to the Eisenhower administration: in the struggle with communism emphasizing one or the other; focusing on Union military intervention in order to strengthen their justice and support of the people; providing assistance for the agents in the third world countries; aiming to forming rules which both sides complied with each other.
