摘要 矿产资源是重要的自然资源，是国民经济发展的重要物质保障，随着国民经济的高速发展， 整个金属非金属矿山行业的发展也日新月异，但是每年金属非金属矿山的安全事故总量较大， 金属非金属矿山行业的生产安全形势严峻，为了扭转安全形势，国家大力倡导金属非金属矿山 行业开展安全标准化建设。 本文按照《金属非金属矿山安全标准化规范导则》（AQ2007.1-2006）的要求，对东同矿 业公司的安全标准化工作进行了准备阶段、策划阶段、实施与运行阶段、改进与提高阶段，对 东同的安全标准化体系创建过程进行了研究，在创建过程中，提出问题解决问题，促使东同安 全标准化体系持续改进，得到了一套完善的东同安全标准化体系，提高了东同矿业的安全管理 水平，改善了东同矿业作业现场的环境，提高了东同矿业设备设施的安全系数。 本文按照《安全标准化考评办法》的原则，改进了东同矿业的安全标准化考评办法，把考 评要求的 14 个核心要素，划分为 3 块考评内容：综合安全管理考评体系、作业现场安全管理 考评体系、现场设备设施管理考评体系，同时在符合《安全标准化考评办法》的文件要求下， 建立了东同考评指标体系，运用模糊评价法建立东同安全标准化体系的考评模型，改进后的东 同矿业安全标准化考评办法，符合文件要求同时又确保了东同安全标准化体系的运行，促进了 东同矿业安全标准化体系的持续改进，促进了东同矿业达到本质安全的目的。 关键词：东同矿业、安全标准化、考评体系 Abstract Mineral resource is an important natural resource, and is an important material security for economic development. With the rapid development of the national economy, the metal and nonmetal mining industries are also changing. Therefore, the total amount of security incidents is large in the metal and nonmetal mining industries each year, the production safety situation is grim now. In order to reverse the security situation, our country has strongly advocated the industry to carry out metal and nonmetal mine safety standardization. In accordance with the request of standardization of specifications for metal and nonmetal mine safety guidelines, this paper carried out preparatory phase, planning phase, implementation and operation phase, improvement and enhancement phase for the security standardization work in Dongtong mining company, and studied the creation process of safety standardization. During the creation process, it pointed out and solved problems, led continuous improvement of safety standardization system, and got a complete system. What’s more, it improved the level of safety management, made the environment of the working scene better, and improved the safety factor of the equipment and facilities.
