摘 要 工程量清单计价是目前广泛用于我国招投标工作中的计价模式，其“量价分离”的主导原则，实现了招投标双方风险的合理分担,为我国的工程招标投标创造了一个“公开，公正，公平”的市场竞争环境，标志着我国招投标管理制度的重大革新。 推行工程量清单招投标在我国具有极强的生命力和广阔发展前景，对招投标双方来说既是一种机遇也是一种考验，双方都需要一个学习和适应的过程来转变观念，提高认识。作为一种新型的计价模式，工程量清单的实施还处于探索阶段，还存在着许多不足之处。对于招投标主体的业主和施工单位来说，也还需要一段相当长的适应过程。招标方要在工程量清单计价模式下成功选定中标人并对工程造价进行动态控制，就必需合理地进行招标文件编制，评标与定标以及合同管理几部分工作。而作为合同另一方的投标方要根据招标方提供的工程量清单进行投标报价并成功竞标，需要建立起一套合理的报价体系，拥有完整的报价依据并采取最佳的报价策略。本文从以上几方面，对工程量清单在招投标工作中的具体运作情况进行初步探讨。 关键词：工程量清单； 招投标； 合同管理 Abstract Pricing in bill of quantities is the tending and bidding mode widely used in our project bidding. its guiding principles “the unified quantity、 the market price、 competition charges” made both sides of bidding achieving a reasonable risk-sharing, created an "open、 just and fair" competitive environment in the market. Marked a major overhaul of the bidding management system in our project bidding. Implementation of bid with BQ n China has strong vitality and expansive development prospect. It is not only an opportunity but also a challenge to both sides of Bidding, both sides of bidding need a process to learn and adapt to change their concepts, awareness. As a new pricing model, the implementation of bid with BQ is still in the exploratory stage. There are still many shortcomings. It will also need a quite long process of adaptation for owners and construction enterprises that are the main body of bidding. If the tender want to select bidder successfully and control the costs of project dynamically on valuation of bill of quantity. The tender should do those work including tender documentation, bid - evaluating and picketage, contract management reasonably. The bidders as the other part of the contract, If they want to quote directly in light of the bill of quantities and Succeeded in bidding, they need to establish a reasonable bidding system, has a complete pricing basis and take the best pricing strategy. This article has taken a detail discussion on the specific operation of bidding with bill of
