高铁站点助推下的开发区创新转型实践 　　摘 要：我国正全速驶入高铁时代，高铁日渐成为中国21世纪城市标签。高铁线将各个现代城市连为一体，城市之间的经济、信息交流、互动更加频繁。高铁站点的设置为其周边地区的飞速发展带了新的机遇，开发区如何因势利导地享受高铁带来的优势，科学可持续地进行转型升级，是我国规划界面临的重要课题。通过对高铁站点圈层式辐射的研究，提出了“借力+创新”的对策，运用于徐州高铁商务区的控制性详细规划。“产业选择创新”重在构建高科技产业价值链，“开发模式创新”重在吸纳空港圈层经验，“空间格局创新”重在组织绿色生态单元。通过以上3个层面的创新探索，促进徐州经济开发区跨越式的绿色转型。 　　关键词：高铁；开发区；创新；转型；产业链；圈层发展；生态单元 　　Abstract：China is going into high-speed rail era at full speed. High-speed rail is gradually becoming a city label in the 21th century in China. High-speed railways connect modern cities as a whole one and make the communication and interaction of economy and information between cities more frequent. The establishment of high-speed train stations brings new opportunity for its surroundings to develop rapidly. How to make the best use of the advantages brought by the high-speed rails and implement the transformation and upgrading sustainably in the development zone is an important subject for China’s planning circle. Through the research on the circle-layer radiation of high-speed train stations， the countermeasure of “strength-borrowing + innovation” was put forward and applied to regulatory detailed plan of Xuzhou High-speed Business District. The “innovation of industry selection” focuses on constructing high-tech industrial value chain； the “innovation of development mode” focuses on absorbing circle-layer experience of airport； the “innovation of spatial pattern” focuses on organizing green ecological unit.
