绿色化视角下济南市城镇化质量和水平协调发展研究 　　摘 要：绿色发展是指导我国“十三五”乃至更长时期科学发展的崭新理念和发展方式，是中国城市健康发展的重要保障。基于绿色化的视角，在明确城镇化质量内涵的基础上，从经济发展、社会发展和生态环境保护3个维度选取29个指标，构建城镇化质量评价指标体系，采用城镇化质量分段函数评价模型，对济南市2001-2013年间的城镇化质量进行动态分析评价，并采用协调度评价模型对济南市城镇化水平与质量的协调程度进行了评价分析。结果表明：（1）济南市整体城镇化质量呈稳步增长态势，经济发展和社会发展成为拉动城镇化质量保持增长的主要因素，生态环境保护方面发展有待提高。（2）新世纪以来济南市城镇化水平与质量协调度处于稳步上升态势，自2001年的弱度协调发展阶段，2008年之后进入中度协调发展阶段，但与理想状态下的极度协调还存在一定的差距。 　　?P键词：城镇化质量-水平;协调发展;绿色化;济南市 　　Abstract： Green development is the new idea and the scientific way that guides the Thirteen Five Planning as well as longer development， and it is an important guarantee for the healthy development of Chinese cities. From the perspective of greening and based on the clear connotation of quality of urbanization， it selected 29 indicators from the dimensions of economic development， social development and environmental protection to build quality evaluation index system of urbanization and use the urbanization quality evaluation model to analyze and evaluate the urbanization quality of Ji’nan city from 2001 to 2013， then it adopted the coordination degree evaluation model to analyze the coordination degree between urbanization level and quality of Ji’nan city. The results showed that： （1） the urbanization quality of Ji’nan is a overall steady growth. The economic development and social development become the main factors to drive the urbanization quality to maintain growth and the eco-environmental protection needs to be improved. （2） Since the new century， the urbanization level and quality coordination of Jinan city is in a steady upward trend. It is the weak coordination of development stage in 2001， then it entered the stage of the coordinated development of moderate after 2008.
