电动车的争议考验政府行政决策 摘要：二十世纪九十年代中后期以来，电动自行车由于省力和价格相对较低等原因，逐渐受到人们的青睐，成为与自行车、摩托车和小汽车并列的普通老百姓出行的重要交通工具之一。与此同时，我国关于电动自行车应用的法律规定却少之又少，关于电动自行车上路的安全、环保、技术和管理的问题上也存在着很大的争议。从禁令颁布引起民众反对到完全解除禁令，体现了民众参与政府行政决策的过程。 Abstract: since the late 1990s, because of save-labour and the relatively low price,electric bike gradually favored by people, become one of the important means of transport in parallel with the bicycle, motorcycle and car for ordinary people.At the same time, Chinas electric bicycle application of law are less and less, and the electric bicycle on the road safety, environmental protection, technology
