阿勒泰地区行政事业性国有资产购建管理的研究 吕玉炜 摘 要 行政事业单位国有资产购建管理是资产管理的源头。把住国有资 产“入口”关，是确保行政事业单位工作需要，提高政府宏观调控能 力的重要内容，也是加强行政事业单位国有资产管理的关键环节。积 极探索资产管理与预算管理相结合的有效途径，研究制定科学合理的 资产配置标准，建立资产购建预算管理体系具有重要的理论意义和实 践指导价值。 本研究结合阿勒泰地区实际，主要采取了国内和国外相结合、定 性分析与定量分析相结合以及实证研究与理论研究相结合的方法，对 阿勒泰地区行政事业单位国有资产购建管理改革进行了全面系统的 分析。提出了资产管理必须与预算管理相结合，资产购建必须实行预 算管理的理念。并以阿勒泰地区本级单位为例，对行政事业单位国有 资产分门别类地制定了配置标准，对配置环节的控制原则和审批程序 进行了规范，对建立和完善资产购建预算体系提出了具体的措施和建 议。 关键词：行政事业，国有资产，购建管理，研究 The Report on the Management of state-owned Assets in Administrative Institution of Aletai Prefecture Lu Yuwei Abstract The management of purchase and Construction of state—owned assets in Administrative Institutions is the source of the management of assets 。Making all levels of the ‘Entrance’is the need of ensuring the work of Administrative Institution ，the content of raising the ability of the Government’s macro economic control and adjustment 。and also the key of strengthening the management of assets in Administrative Institutions。Actively exploring effective way to combine the management of assets with budget management, studying and formulating the configuration standards of assets and establishing the management of budget of the purchase and construction of assets are the value of practice and guidance, and theoretical significance。 In the research having combined with the reality of Aletai prefecture, mainly taking the ways to combine have and abroad, qualitative analysis and quantitative analysis and combine positive study with the org study, I have analyzed the reform of purchase and construction of assets in Administrative Institutions of Aletai prefecture in a comprehensive system。I have also raised the concepts of combining the management of assets must be carried under the budget management。and the purchase and construction of assets must be carried under the budget management。 I have raised concrete measures and suggestions on formulating preparation standards on assets of administrative Institution of Aletai prefecture in categ
