台商投资重庆的现状及其投资的环境分析 　　摘 要：根据“台湾区电机电子工业同业公会”2009年的《TEEMA调查报告》，重庆市的台商投资环境近年来不断改善。渝台交流平台的搭建、内陆开放高地的建设、国家优惠政策的支持、产业基础的良好配套、信息产业的打造等有利于重庆进一步吸引台商投资。但重庆整体投资环境与东部沿海地区尚存差距，面临其他中西部地区的激烈争夺、物流成本偏高、经济外向度不强等因素也将在一定程度上制约台商投资重庆。重庆市在招商引资中要吸取东部地区的经验教训，完善相关引资优惠政策并保持延续性，提升行政透明度；要加强金融改革和知识产权保护，并加快构建现代化综合运输体系。 　　关键词：台商投资；投资环境；内陆开放高地；引资优惠政策；物流成本；经济外向度；重庆 　　中图分类号：F061.5；F127719文献标志码：A 文章编号：1674-8131（2011）04-0080-09 　　 　　Analysis of the Status Quo and Investment Environmentof Taiwanese Merchants in Chongqing 　　DUAN Xiao-mei1,2, ZHANG Zong-yi1 　　(1.School of Economics and Business Administration, Chongqing University, Chongqing 400030, China; 　　2. Yangtze Upriver Economic Research Center, Chongqing Technology and Business University, Chongqing 400067, China) 　　Abstract: According to 2009 Report of Taiwan Electronic and Electronic Manufacture Association (TEEMA), Chongqing’s investment environment is improved for Taiwan merchants. The investment of Taiwan merchants in Chongqing is further attracted by the set-up of exchange platform between Chongqing and Taiwan, the construction of inland open height, support of national preferential policies, coordination with good industrial basis, enlargement of information industry and so on, however, the overall Chongqing’s investment environment lags behind costal areas of the east region in such field as higher logistic cost, weak export economy and so on. Chongqing should draw the lesson from the experience of east region in investment invitation, perfect the preferential policies for attracting foreign investment, maintain the continuity of the policies, promote the transparency of the administration, consolidate financial reform and intellectual property right protection and accelerate the construction of modernized comprehensive transportation system. 　　Key words: Taiwanese merchant investment; investment environment; inland open height; preferential policy for investment invitation; logistics cost; degree for export economy; Chongqing
