南水北调东线穿济南市区输水的方案比选 　　摘要：南水北调东线第一期工程如何穿越济南市区是胶东输水干线研究的重点和难点，且备受社会各界广泛关注。根据南水北调输水要求和济南市城市总体规划，提出了利用小清河河道、小清河左岸新辟暗渠、小清河左岸新辟压力管道、济南北部市区新辟明渠四个输水方案。从水质、城市规划、现有河道治理、生态与环境、实施难易程度、工程占地及投资等角度全方位进行分析，论证了各输水方案的优劣，提出了小清河左岸新辟无压箱涵输水方案是技术可行、经济合理的优选方案。 　　关键词：南水北调东线；济南市区；输水方案分析 　　中图分类号：TV68；TV212 　　文献标识码：B 　　文章编号：1672-1683(2008)01-0253-03 　　 　　Schemes Comparison for Running Through Ji′nan Urban Areas by the Eastern Route 　　of the South-to-North Water Transfer 　　TIAN Jian，HAN Feng-lai，SU Li-juan，ZHANG Xing-jue，ZHANG Gui-min 　　(Shandong Institute of Survey and Design for Water Conservancy，Ji′nan 250013，China) 　　Abstract：The fact that running through the urban areas in Ji′nan city by the Eastern Route of the South-to-North Water Transfer Project is the focal and themost difficult point in the Jiaodongmain channel water transfer. Based on the South-to-North Water Transfer and general planning of Ji′nan city， we came up with four schemes：1.making use of the current riverway of the Xiaoqinghe River； 2.establishing a close channel on the left bank of the Xiaoqinghe River； 3. building a pressure conduit on the left bank of the Xiaoqinghe River； 4.constructing an open channel on the northern part of Ji′nan city. In consideration of water quality， town planning， current river governing， ecology and environment， application， land occupation and cost， as well as discussion of the advantages and disadvantages of each scheme， we thought the non-pressure box culvert on the left bank of the Xiaoqinghe River is the optimum scheme. 　　Key words：Eastern Route of South-to-North Water Transfers； Ji′nan urban areas， analysis of water transfer schemes 　　 　　1 前 言 　　 　　南水北调东线第一期工程胶东输水干线自玉符河倒虹吸出口进入小清河干流后，即面临如何穿越济南市区的问题。济南市区北靠黄河南大堤，南依连绵起伏的山脉，东西狭长、南北空间小，输水线路不具备从济南市区外绕行的条件。发源于济南市西郊的小清河，是鲁中地区的重要防洪、排涝河道，自西向东穿过市区北部低洼地带，市区河段长约20 km，是济南市区向外排水、排污的唯一通道。小清河以南是以商业、金融、旅游服务为主导功能的城市中心，小清河与黄河大堤区间近年来逐步形成以工业园区、物流为主导功能的城市区域。以何种方式穿越济南市区，在方案研究过程中需要统筹兼顾，合理规划，在对基础资料整理和方案规划过程中，可行性研究阶段提出了南水北调东线穿越济南市区利用小清河河道、小清河左岸新辟暗渠、
