经济性特区治理中的核心行动者：生成、异化与规引 摘 要 摘 要 经济性特区作为渐进式体制改革放权的突破口与政府制度创新的“试错空 间”，发挥了不得或缺的导引作用。实践证明，作为我国经济性特区治理发展的重 要条件，经济性特区政府功能的形成和发挥，在相当程度上偏重于核心行动者的 行为塑造和行动输入。经济性特区治理中的核心行动者，是指经济性特区治理组 织或结构中那些掌控丰富公共资源，拥有显著公共事务信息优势，其行政策略与 行动结果直接决定经济性特区治理走向与绩效的主政官员。在中国特定的政治生 态中，经济性特区治理走向与核心行动者自主性觉醒具有内在的同步性，且核心 行动者自主性及其自身的效用目标催生其行为异化以及拓展行动空间，引致经济 特区治理体制的效能衰退。因此，塑造核心行动者正确的世界观和人生观，实现 政治锦标赛重塑，结合包容制度、监督制度的完善，对核心行动者进行理念规引 与制度规引成为因应之道。 关键词：经济性特区；核心行动者； 生成空间； 行为异化；行为规引 作 者：姚 虎 指导老师：金太军 I 英文摘要 经济性特区治理中的核心行动者：生成、异化与规引 Core actors in the Governance of the Special Economic Zone : generating, alienating and regulating Abstract The Special Economic Zone has played an indispensably guiding role as an active carrier of gradually systematic transition, or as the experimental field experimented by central government in political reform. Practice has proved that as an important condition for the governance and development of China Special Economic Zone, the formation and development of its governmental functions , to a considerable extent, depend on behavioral choices of the core actors and their action performance.
