Facing the new challenges of accelerated economic development，　ever-deepening market-oriented reform， and irreversible globalization， China s monopolized industries have to push forward the reform agenda based on a new thought， which would involve three aspects or dimensions. The first is the market structural reform centering around the introduction of competition and the establishment of scale-typed competition model. The second is the property-right institutional reform characterized by private capital participation and rational combination of private capital and public capital. The third is the government regulatory reform with the coexistence of deregulation and re- regulation as the main content.
