PAGE I 从发挥群众作用角度论农村消防工作的开展 摘 要 随着农村经济建设和城镇化步伐的不断加快，建设良好的农村消防安全环境，不仅有利于农村的经济发展和社会稳定，也能够增强农村地区抵御火灾的能力。研究农村消防安全存在的问题，寻找加强农村消防工作的措施，对保障农村建设和农民安居乐业具有重要的意义。通过对近几年全国农村火灾数据的分析，指出我国农村地区的火灾特点，并结合实践调研，从农村消防组织与制度建设、消防基础设施建设、火灾隐患、宣传教育方面指出了目前农村消防工作中存在的问题。针对存在的问题，从影响农村消防工作的人员、地域、文化和经济因素入手，深入分析了造成农村消防安全形势严峻的主客观原因，提出人员因素对其它因素有制约作用。并围绕着增加农民群众参与消防工作的途径，从政府和职能部门的组织管理、宣传教育、用火用电、消防规划和消防力量建设方面提出了具体措施，目的是更好地发挥群众在农村消防工作中的作用，提高其参与消防工作的积极性，为农村消防工作模式创新提供参考。 关键词 农村； 消防工作； 群众作用 On the Practice of Firefighting in Countryside From Perspective of Rural Residents Function Abstract Under the guidance of central government, the rural areas of China are going through a new period of building socialist new countryside. During this process, it is indispensable to construct a favorable fire-control network. Because this system not only contributes a lot to our economic growth and social stability, but also can safeguard the steady development of building socialist new countryside. Therefore, in order to provide a better environment for the development of countryside and the improvement of its people’s life, we need to first make a deep and detailed study on the current situations of fire-control in this area and then search for better solutions. Based on the features of fire disasters in rural China and the problems occurring in the present fire fighting practice, this thesis goes deep to analyze the subjective causes of fires from the perspectives of fire-fighting crew, region distribution, culture and financial factors. Then the article puts forward for further reference certain measures concerning the renovations of local government and related departments in organization and management, publicizing education, principles for the use of fire and electricity, fire control project and human resource procession construction. The emphasis of this dissertation is on the initiative and function of rural residents in the fire disaster’s prevention. Keywords countryside; fire protection work; residents
