PAGE IV 摘 要 灭火救援预案是针对消防安全重点单位（部门）或特定情况可能发生的火灾及其他事故，对灭火救援有关问题预先安排的作战文书，是实施灭火救援行动的基本依据。编制一个科学合理、内容翔实、贴近灾害现场实际的灭火救援预案，有利于指挥员在灾害现场临阵不乱，快速进行力量部署，准确科学进行灭火救援指挥，将灾害损失降低到最低限度。大型超市作为典型的公共聚集场所，一旦发生火灾或其他灾害事故必将造成重大人员伤亡和财产损失，因此，加强该类场所灭火救援预案编制意义重大影响深远。本文在大量参考查阅超市灭火救援预案实例和火灾案例的基础上,对目前现有大型超市灭火救援预案类型、特点等现状进行阐述，从预案制作流程、编制要素、使用过程等方面入手查找当前预案制作过程中存在的不足之处，重点对编制要素和流程进行了剖析，针对这些存在的问题提出了改进措施和方法，最后综合预案编制的基本思路、框架结构，举例说明某大型超市原有预案不足并对其进行部分修改，使原有预案更加科学、易用、可行，为今后编制超市灭火救援预案提供借鉴意义。 关键词 大型超市； 灭火救援预案； 编制要素； 制作流程 Abstract Fire-fighting and rescue Pre-plan are fighting papers about prearranging possible fire issues and other accidents at key units (sectors) or under a specific situation and the problems of fire-fighting and rescue operations, which are the fundamental basis for fire fighting and rescue operations. The establishment of a fire-fighting and rescue plan which is scientific, rational, informative and close to the actuality of the fire scene is conducive for keeping the commander calm in the disaster scene chaos, carrying out a rapid force deployment and fire-fighting and rescue command accurately and scientifically and reducing the disaster losses to a minimum. Based on the fire risk analysis of supermarkets, typical public gathering places, the thesis intends to show the significance to make large-scale supermarket fire-fighting and rescue Pre-plan.
