PAGE I 三合一场所的安全现状及对策分析 摘 要 三合一场所是指集生产、住宿、仓储为一体的经营性场所，随着经济的发展，在我国各地大量涌现。三合一场所人员集中，功能复杂、火灾隐患严重，极易造成重大的人员伤亡和财产损失。近年来一系列三合一场所火灾给经济和社会发展造成了恶劣影响，成为社会健康发展的桎梏，所以三合一场所的消防问题也日益受到关注。 本文对三合一场所产生的根源进行了研究，分析了造成三合一场所大量存在的经济、管理、法律等方面的原因，并重点从《物权法》方面入手深层分析了三合一场所产生的法律原因。同时对三合一场所的消防安全现状进行了分析，结合实际阐明了其在建筑自身、日常管理、人员素质等方面存在的问题，针对存在的问题和现状，进而从立法、监管体系、人员教育、消防安全责任制等方面提出有效的破解思路和对策，从而为政府和消防部门的整治提供了依据，对有效消除火灾隐患,减少火灾事故的发生，保证经济健康发展具有重要意义。 关键词 三合一场所；消防安全；对策 PAGE IV The Research of Present Situation and Countermeasures in three-in-one Buildings Abstract The three-in-one buildings refer to the buildings of combining production, lodging, and the warehousing. They emerged rapidly with economic development. These buildings are crowded, complex, dangerous and liable to cause the significant personnel casualties and the property damages. In recent years a series of fires in three-in-one buildings shadowed the economic and the social development and hindered the healthy development of the society. This thesis conducts the research on the current situations of the fire safety in three-in-one buildings. The thesis analyzes the reasons that resulted in the great existence of three-in-one buildings from the aspects of economy, law and policy, with emphasis on legal reason in the view of property law. On analysis of the present situations, the thesis explains the reasons including buildings daily management and personnel quality. According to the existing problems and the present situations, the author puts forwards suggestions and countermeasures including legislation, supervision systems, education and fire safety responsibility system, thus provide the basis for the government and fire service departments. These suggestions and countermeasures are important for governments and fire departments to rectify these buildings to eliminate fires potential, to reduce fires and to safeguard economic development.
