上海交通大学 M 上海交通大学 MPA 学位论文 常州市区出租汽车行业治理模式研究 II II THE RESEARCH OF CHANGZHOU URBAN TAXI INDUSTRY GOVERNANCE MODE ABSTRACT This thesis first describes the use of two instruments government regulation and market management in quasi-public area, and analyzes the current situation of the failure of using these two means for the taxi industry. By research of public management theory on its philosophical foundation, the basic theory character and theoretical developmental meaning, the thesis considers this theory as the research foundation for the Mode of Management in the taxi industry. Secondly, the thesis summarizes the development of Changzhou urban taxi industry management and its current problems. Through concluding and comparing with the present contradictive situation of other cities in this industry, the thesis basically defines their internal relations and management measures like strengthening existing industry standards, increasing market supply capacity, establishing industry associations, etc. III III Thirdly, the thesis sums up the management mode of six countries and cities in taxi industry, and brings forward use for reference of establishing management mode for Changzhou’s taxi industry by comparing the function orientations of the government departments, exertion of market mechanism through public goods supply, and industry association’s participation in industry management. Finally, according to the purpose of governance and function orientation of the participating main body, the thesis tries to improve the three main mechanisms which are appealing mechanism, consultations-mechanism and supervising-mechanism. And enclosing “ transport price, service, benefit distribution”of the taxi industry and the establishment of adjustment model for interest parties, the thesis puts forward its proposals for policy reform.
