II II Abstract Social problems facing China in the period of transition have a direct bearing on traditional social management hysteresis. China has been undergoing the refreshing changes in the new reform and opening up policy, with social strata splitting up, population migration accelerating, interests reallocating and vitality of the entire society thriving. Yet, faced with a variety of old and new contradictions it is more difficult to coordinate social relations under the circumstance of ongoing social vicissitudes. Against the background, government is unable to lend itself to meet the public demand of social management; therefore, great importance should be attached to the quality of social management system supply by giving full play to the role of system group so that a combined effect will be achieved and a substantial social change in management be followed. Therefore, the realization of multiple subjects involved in the supply of social management system has gradually become a consensus in China. In view of this, by generalizing and analyzing relevant research at home and abroad in the first place, the author scouts for a possible theoretical framework-- New Institutionalism, and then probes into concepts of institutional change, institutional demand, institutional supply and the main body of institutional supply, etc.. , followed by the introduction of three different models of the social management system supply. Among the three, governance-type model is based on multiple subjects’ interactive cooperation, and thus achieve good governance, which provides a sound theoretical basis for multiple subjects involved in the supply of social management system.
