摘 要 摘 要 残疾人事业发展能否得到广泛关注，是社会文明进步的体现，残疾人是社会成员的 组成部分，他们同健全人一样享有参与社会生活的各种权利，但是，由于生理上的缺陷 以及社会环境等多方面原因，残疾人在社会参与中都遇到了巨大困难，这些困难使他们 在社会生活中不能够平等的享受社会发展的成果，这些困境若长期得不到解决，对残疾 人事业发展以及社会的和谐稳定都具有不利因素。因此，对残疾人群体的生活状况以及 参与社会的障碍进行系统研究，能够很好的促进残疾人事业的发展，对残疾人充分参与 社会生活，共享社会物质文化成果有着重要的理论意义和现实意义。 本文以残疾人的概念以及残疾人社会参与的涵义为出发点，第一部分阐述了残疾人 的概念以及残疾人社会参与的涵义界定，并介绍了残疾人参与社会的理论基础。第二部 分从我国残疾人规模，就业以及受教育水平等方面论述了我国残疾人群体现状，并介绍 了残疾人社会参与的现状以及残疾人社会参与的社会支持状况。第三部分论述了残疾人 社会参与所面临的障碍，其中，残疾人实现社会基本权利存在突出障碍，残疾人权力保 障机制也并不健全，另外，残疾人参与社会的过程中也会遇到环境障碍以及客观态度障 碍。最后论述了促进残疾人社会参与的政策建议，从进一步完善残疾人权利保护机制出 发，论述新型残疾人观以及残疾人人力资本和无障碍环境建设等方面的完善，为残疾人 社会参与提出合理化建议。 关键词 残疾人 社会参与 社会支持 权利保护机制 I Abstract Abstract Whether the development of programs for the disabled could arouse wide concern, is the sign of the progress of social civilization. The disabled is an important constituent of the society, and they have the same right as normal people to participate in social lives. However, due to many reasons such as physical defects and social environment, the disabled had encountered significant difficulties in social participation, which made them unable to equally enjoy the outcome of social development in social lives. If these difficulties couldn’t be solved for a long time, they would do harm to the development of programs for disabled and social harmony and stability. Therefore, systematic studies on the living conditions and difficulties the faced in social participation will greatly promote the development of programs for disabled, and these studies will have significant theoretical and realistic importance for the disabled to fully enjoy social lives and the outcome of social material culture. The paper used the concept of the disabled together with social participation of the disabled as the starting point, and the definition of the meanings of the disabled and social participation of the disabled was elaborated in part one. The rationale of social participation of the disabled was introduced in part one as well. The current situation of the
