城市地下空间开发的政府管理问题及其解决对策 英文摘要 underground space development of Suzhou ancient district(Gusu district) and new district (Suzhou Industrial Park) . The results show, the main reasons lead to Suzhou underground space development in government management including four aspects: the relationship between ownership is not clear, the legal system is not perfect, imperfect planning system and management system is not smooth. In view of this , this paper puts forward six recommendations which could further optimize the urban underground space development of the government management ,they are clear division of ownership , effectively protect the synchronization of the laws and regulations ; promote planning in advance to ensure that planning and strictly implement ; innovate the management system, make promotion of unified and efficient management ; expand funding channels , strengthen policy support ; clear technical specifications to ensure efficiently use of resources ; update the traditional concept and make response to the construction of underground space .
