摘 要 设置政治国际议程，是国家获取和拓展权力的重要工具。二战结束后，美国 凭借自己超级大国的优势地位，主导和推动下建立了战后的国际政治经济新秩 序。通过将联合国、三大国际经济组织等“切入点”，美国以本国国家利益为旨 归，将自身关注或重视的议题列入国际政治议程，获得优先关注和解决。但是， 美国也难以一直在设置国际议程的问题上为所欲为。本文借鉴传统议程设置理 论，主要研究了自二战以来美国的国际政治议程能力。首先对议程设置理论和国 际议程设置的内涵进行了梳理，详细分析了影响国际政治议程设置能力的因素、 设置国际政治议程的机制。然后重点分析美国在不同时期进行国际政治议程设置 的影响因素、内容和特点。最后对美国的国际政治议程设置行为和能力进行了客 观评析，肯定了设置国际政治议程对美国的积极作用，并且分析了对中国的启示。 关键词：美国，议程设置，国际议程设置，国际组织 Abstract Setting international political agenda is a crucial tool for a country to acquire and expand power. Right after World War II, the United State, as s upper power, led and stimulated the establishment of a new international political and economic order. By taking advantage of the UN and three international economic organizations, the United States incorporated into international political agenda the issues to which the country has paid attention or attached importance out of its own interests, so that the issues can be preferentially noted and addressed. However, the United States is unable to always have its full swing in setting international political agenda. This thesis has referred traditional theory of agenda-setting and mainly studied the United State’s capability in setting international political agenda since World War II, minutely analyzed factors affecting the capability of setting international political agenda and the mechanism of setting international political agenda. And then specially analyzed the factors, content and features that affect the United State’s setting of international political agenda in different period. Finally, this thesis objectively evaluated the United State’s setting of international political agenda, affirmed the positive function of the United State’s setting of international political agenda and analyzed the lessons that China drew from.
