Abstract Based on the fist development of our hi-tech parks are analyzed. Start to research of a core question which how to implement second development of our high-tech industry development of Liaoning Province. First, the meanings of hi-tech parks and second development of hi-tech parks are introduced briefly. Proposed development approach for hi-tech parks; Then on the earnest analytics of the production and environmental elements of second development of high-tech parks, had pointed out the essential elements which affect the second development of hi-tech parks. Second, Reference the second development experience of domestic and foreign hi-tech parks, such as technological innovation ability, industrial capacity, innovative services system of hi-tech parks of Haidian and so on, system innovation of the Xian High-tech parks and clusters of industries, innovation and infrastructure construction of Silicon Valley high-tech parks, Analyzing the development model of hi-tech parks from the innovation of the Haidian to the institutional and system innovation of the Xian high-tech parks and to the focus on the system innovation of Silicon Valley high-tech parks, Combined with the present development status of hi-tech parks of Liaoning Province, as well as the problems which exist in second development, and at last, the strategies for the second development of our hi-tech parks are presented.
