保障性住房共有产权模式的理论与实践探索 The Theoretical and Practical Signifi cance of Mutual Property Rights Mode Used in Affordable Housing System 1 1 2 吕萍 \LYU Ping ，修大鹏 \XIU Dapeng , 李爽 \LI Shuang （1. 中国人民大学公共管理学院土地管理系，中国人民大学住房发展研究中心，北京 100872； 2. 北京市规划委员会，北京 100045） 【摘　要】保障性住房产权既影响保障房的配置效果，也制约保障房建设的融资能力，并关系受保障群体的福利水平和财富变化， 探讨保障房产权模式对于保障房制度建设具有重要意义。本文采用比较分析和产权分析的方法，在对目前多种保障性住房产权分 析的基础上，从理论上探讨保障性住房共有产权模式的基本构架，并对保障性住房共有产权模式的运行及其实践意义予以论证。 保障性住房共有产权模式不仅有利于解决保障性住房问题，而且更有利于提高保障性住房的政策效率。 【关键词】保障性住房；共有产权；模式 【中图分类号】C939　　　　　【文献标识码】A 【Abstract】The property rights status of affordable housing not only affects the allocation effect of affordable housing, but also restricts the financing ability of affordable housing construction. Furthermore, it also relates to the welfare standard and wealth change of secured people. So the study of property rights mode plays an important and basic role in affordable housing construction. Using comparison analysis and property rights analysis, this paper comprehensively studies on the various existing property rights modes of affordable housing, and then focus on the Mutual Property Rights Mode. After accomplishing the theoretical design of basic framework for the mutual property rights mode used in the affordable housing system, this paper further evaluates the practical significance.
