俄罗斯西伯利亚联邦区经济发展态势剖析 　　[摘 要] 俄?_斯西伯利亚联邦区在俄罗斯经济发展方面发挥着重要作用，俄罗斯中央政府为了促进包括西伯利亚联邦区在内的俄罗斯东部地区经济社会的发展，陆续出台了相关优惠政策。通过对西伯利亚联邦区各主体经济发展水平的分析，对其划分三大类别主体经济区，政府对各主体经济区发展战略目标均有不同的、有针对性扶持政策。从西伯利亚联邦区经济发展经历的衰退、快速增长、波动调整三个时期详细分析了其经济发展状况。列举了西伯利亚地区未来经济发展的战略目标和优先领域，确定了西伯利亚联邦区未来具有发展空间的优先发展地带，落实了为实现战略目标和优先发展方向西伯利亚联邦区应完成的任务，为了完成《2020年前西伯利亚地区经济社会发展战略》确定的目标和任务，需要不断创新相关方面的科技与管理，不断加强西伯利亚联邦区创新发展体系，面对西伯利亚联邦区未来经济发展面临的主要威胁，严格遵守相关法律法规，确保国家利益的外资参与下，依靠自身能力完成战略发展任务。俄罗斯西伯利亚地区拥有自然资源、区位、人才、科技和交通等诸多有利条件，再加上国家和地方的相关扶持政策，该地区经济发展前景乐观，值得期待。 　　[关键词] 俄罗斯；西比利亚联邦区；经济发展；态势；前景 　　[中图分类号] F620 [文献标识码] A [文章编号] 1009-6043（2018）01-0001-06 　　Abstract： The Russian Federal District of Siberia plays an important role in the economic development of Russia. The central government of Russia has introduced related preferential policies in order to promote the economic and social development in the eastern part of Russia， including the Siberia Federal District. Through the analysis of the economic development level of regions in Siberia Federal District， the regions were divided into three main economic zones. The government has different and targeted support policy for the development strategies of each economic zone. The economic development of the Federal District of Siberia in the three periods of recession， rapid growth and fluctuation adjustment is analyzed in detail. The strategic target and priority areas of the future economic development of the district are listed. The priority zone with development potential is determined. And the tasks for the Federal District of Siberia in achieving the strategic target and development priorities of the Federal District of Siberia are specified. To accomplish the objectives and tasks identified in the Economic and Social Development Strategy in Siberia Area before 2020， constant technology and management innovation are required by strengthening the Federal District of Siberia innovation system.
