All definitions, terms and conditions set forth in the MPA shall apply hereto. 1. Purpose: This Document serves as guide to the certification and management of suppliers for social accountability system (hereunder referred to as the “Guide”). By executing the MPA, Supplier specifically agrees to accept and conform to all the terms and requirements set forth herein. “Huawei” and “Buyer” are used interchangeably herein. The term “suppliers” used herein shall include the “Supplier” under the MPA. 2. Applicable scope: This Guide is applicable to the certification and management of potential, standby, contracted and qualified suppliers. The labor-intensive enterprises in developing countries, in principle, shall be annually certified and assessed pursuant to this guide. While for enterprises in developed countries and for hi-tech enterprises, they shall perform self-inspection pursuant to this guide except for special report or complaints. 3. Principle: Huawei shall certify new suppliers based on Sourcing with Social Accountability and On-site Auditing Standards for Suppliers -I. Those who fall short of the requirements in “6.1 Key Requirement” shall work out improvement scheme and make improvement within specified time, otherwise, they will be wiped off from the list of Huawei qualified suppliers.
