The employment of the university graduates is getting worse and worse, and universities are entering the public’s sight gradually. The university undertakes the function of leading the development of the social culture and at the same time the university is also the organization of nursing creative talents pushing the economy’s progress. The two valuable functions of universities are the cultural inheritance and the intellectual training, and they are more and more becoming the two engines of the society’s economic development. Therefore, the university culture’s innovative function has been playing an increasingly important role in education becoming a hot topic. The essence of culture is educated and educating, namely the human’s transforming the objective world makes the natural state be human; and then use the experiences and the achievements of the “nurturing” to civilize human. The university culture’s nurturing is “the humaning” and the creative talents’ educating is “the humaned”, and the university is the “pickled vegetable jar”, “soaking” the talented persons with the culture, and the good water can soak the good vegetables. “The good water” is the universitys culture, and “the good vegetables” are the innovative talents. University education managers how to break through the traditional model and turn it into a new one: from the previous Student Affairs Administrator into university campus culture producers and ideological and political practitioners and campus activities planners, and tal
