Research on Government Management in Intangible Cultural Heritage Protection A Dissertation Submitted for the Degree of Master Candidate：Lei jun Supervisor：Prof. Huang jianguo Chang’an University, Xi’an, China I I PAGE PAGE IV 摘 要 非物质文化遗产是人民群众劳动与智慧的结晶，是人类在漫长的历史发展中世世代 代相传的瑰宝，是一个国家、一个民族文化的根基。我国是历史悠久的文明古国，拥有 种类繁多、内容丰富的非物质文化遗产。它是我们情感认同的标志、民族精神的展示， 也是国家软实力的体现。然而，随着经济全球化的推进和现代化进程的加快，我国非物 质文化遗产面临着濒临消亡的危险。为了使具有经济、社会、文化价值的非物质文化遗 产得到有效的传承和发展，政府在“保护为主、抢救第一、合理利用、传承发展”的方 针指导下，做了大量有成效的工作，取得了一定成绩，但是这一工作尚处于初级阶段。 本文正是在这样的时代背景下，针对当前我国非物质文化遗产面临的困境以及政府 在非物质文化遗产保护过程中存在的一些问题进行写作的。在写作过程中，首先对国内 外学者关于非物质文化遗产的研究现状进行了梳理，使得本文在写作过程中获得理论支 撑。其次，对当前我国政府保护非物质文化遗产取得的成绩、面临的问题进行了剖析。 接着，本文对国外政府保护非物质文化遗产的实践进行了论述，对国外政府在非物质文 化遗产保护过程中取得的成绩和带来的启示进行了归纳。最后提出了政府保护非物质文 化遗产的总体目标、原则和具体对策。 关键词：非物质文化遗产；政府管理；现状；对策 Abstract Intangible cultural heritage is the product of labor and wisdom of the masses. It is a treasure passed from one generation from another in the development history of human beings. It is also the foundation of a nation and national culture. China is a country with an ancient civilization and a long history. It is rich in intangible cultural heritages of various types and rich contents. Intangible cultural heritage is the mark of affective commitment, the demonstration of national spirit and the reflection of the soft power of a country. However, with the promotion of the economic globalization and the acceleration of modernization, intangible cultural heritages in out country are faced with the danger of disappearing. To effectively inherit and develop intangible cultural heritages of economical, social and cultural values, with the guidance of the policy of primary protection, rescuing priority, reasonable use as well as inheritance and development, the government carried out a lot of effective work and gained certain achievements. But this work is still in the initial stage. Under such a historical background, the paper is written in allusion to dilemmas faced by intangible cultural heritages
