Thecurrentresearch wasconfinedto cluster of smallandmiddle-sized enterprisesin certain location andto difference and relation between complex products and products of Equipment and Manufacture Enterprises (EME). In this paper,the processof technological innovation of complex EME of huge cross-border cluster was analyzed.
