Abstract With the pace of reform of higher education marched , the system of Professional-title Evaluation for university teachers are also developing . During the history, it mainly went through job appointments of teachers, teacher evaluation system and the duties of Teachers Employment. The act of Professional-title Evaluation for university teachers is a specific administrative act. From the founding to 1986, around the relation of employment evaluation, it had three modes, namely: together, separate, instead. It is good for the implementation of the enabling to absorb talents, stable teachers, encouraging teachers to take innovation. However, in fact ,it proved that the three models co-exist in society, but also gradually go through natural rules of survival. Owing to Administrative review of the subject, the assessment process transparent, reasonable assessment criteria, gap between social assessment and school employment and other reasons, Drawbacks of the three models make more exposure. However, we find that the third mode is more compatible with the current faculty evaluation system development titles. But we should aware that a single model does not fundamentally solve the problem, and also is not conducive to practicing the way of the National quality. Therefore, it is necessary that Professional-title Evaluation for university teachers go into the legal system. Universities are authorized administrative body, and then the title appraisal also expected to follow the basic principles of administrative law, which is according to the law. In the guidance of the rule of law, our title need a series of institution- building and repair to make perfect .For example, we want to create domestic and international expert review system, established under the due process requirements of the system , the Explanation and the Avoidance system and so on .
