新形势下独立学院管理机制创新研究 　　摘 要 独立学院是由教育部批准设立，按新机制、新模式创办的独立设置的全日制普通本科高等学校，它由民间出资，依托母体学校的优质教学资源，服务于当地的社会和经济发展，经过10多年的发展，已经初具规模。但不少独立学院目前仍然没有达到教育部26号令的要求，形式上和实质上都没有真正独立，在发展中遇到了各种管理问题，本文结合独立学院发展的实际，针对存在的突出问题，借鉴企业管理的知识，对独立学院在管理方面存在的问题提出一些建议。 　　关键词 独立学院 管理 机制创新 　　中图分类号：G647 文献标识码：A 　　 　　 The Innovation Research on Management Mechanism of 　　Independent Colleges in the New Situation 　　GENG Yafei[1], SHI Jiehui[1], ZHU Lu[2] 　　([1] Shijiazhuang University of Economics, Shijiazhuang, Hebei 050031; 　　[2]Huaxin College of Shijiazhuang University of Economics, Shijiazhuang, Hebei 050091) 　　Abstract Independent College is approved by the Ministry of Education, under the new mechanism, a new model founded an independent set of full-time undergraduate higher education, it is funded by the private sector, relying on the parent schools quality teaching resources, services in the local social and economic development, through 10 years of development, has begun to take shape. But many independent colleges still did not meet the requirements of the Ministry of Education Order No. 26, in form and substance are not truly independent, encountered in the development of a variety of management issues, this paper combines the acts of development of independent colleges, for the outstanding problems, drawing on the knowledge of business management, put forward some suggestions for the problems on the management of independent college. 　　Key words independent colleges; management; mechanism innovation 　　 　　1 独立学院在管理机制方面独有的特征 　　1.1 独立学院是民办机制的学校 　　独立学院由民间的机构出资创立，由普通本科学校提供优质的师资，在办学经费、人事管理和教学管理机制上，都体现出民办的特点。独立学院建设和发展的资金投入是由合作方承担；在教职工的管理方面，实施全员聘任制，这就保证了独立学院在用人机制上的高起点和高激励性，能借鉴企业管理的模式， 发挥投资方的优势，灵活地适应办学规模的变化，更好的服务地方经济的发展。 　　1.2 独立学院要建立独立的管理机制 　　独立学院在发展过程中，在办学和管理上要逐步摆脱对母体学校的依赖，从相对独立过渡到完全独立，具备有独立的法人，独立的办学用地和房屋产权， 独立的招生计划，独立的教学管理体系，独立颁发毕业证和学位证，独立的财务管理。这样既有利于明确独立学院办学的基本条件， 规范独立学院办学的根本， 还从法律和制度上保证了独立学院的独立地位和相应权力， 避免母体高校对其过分干涉， 有利于独立学院在办学机制和模式方面进行大胆的、独立的改革和探索。 　　2 独立学院在管理体制方面存在的问题 　　2.1 产权关系不明确
