Under the influence of the action orientation of the Developmental State ,the central government would guide the local government to focus on economic growth and competition through a system of incentives. Meanwhile the local government would make development model of public policy which aims to develop the local economy to enhance regional competitiveness and regional economic benefits.In this paper,the writer does an exploratory research on the competition of local government under the background of the Developmental policy through the comprehensive use of public managementsand economics theories. The first part describes the theory of the Developmental State and the developmental policy.The second part describes the causes of the competition of local government, analyzes the choices of the develop-type public policies under the background of local government competition. The mainly choice is the policy which can achieve visible short –term effect.The most basic so-called effective policy is the policy of development and utilization of the land.The third part analyzes the negative effects during the implementation process of the developmental policies which are adopted by the local government,as well as the standard measures taken by the central government . The fourth part points out the key point of the adjustment and improvement of developmental policies, which is to guide the local governments to pay more attention to improve the quality of development and the peoples livelihood. In this part,the writer proposes several advice and suggest from both the central government level and local government level.
