Red Cross in Hong Kong General Public Rely solely on commercial communication infrastructure. Did not aware single point of failure Commercial telecommunication operators are catering 10% of the total demand. Not much idea about amateur radio and EmComm. Fixed up amateur radio with walkie-talkie. Did not know the proper communication protocol. After 2008 Sichun Earthquake The Chinese Government recognized amateur radio assisting communications during disasters. Schools are well known. It is good places to shelter and assemble victims. Set up amateur radio stations at schools as communication centers during disasters. Questions but No Answer yet How to get public awareness? How to propagate positive publicity about the value of amateur radio and emergency communications Resources are scarce. Timing is critical during emergency. How to be alert and prepared? Are there facts to support our thoughts? How to certify EmComm operators? What is reliable emergency power source? Hope disaster won’t come and we only practicing for fun.
