Based on that the paper systematically describing the principle, the content, the procedure and the common method of post-project evaluation of engineering-project and power-grid-construction, together with the characteristics of distribution and transmission project,the fundamental content of post-project evaluation of distribution-transmission project is discussed , the index system of financial and economical benefits of distribution-transmission project is established ,and the economic evaluation methods of distribution and transmission project are analyzed , talking over economic benefits influenced by price fluctuation in power market. Meanwhile, it introduces the reform in power market and discusses modes in the power market’s development. With an example of an 110kV substation, analysis of the financial analysis and economic evaluation are respectively carried out in traditional monopoly mode and power market mode, and economic benefit is analyzed by sensitivity analysis in power market mode Key words: electric power market, grid construction project, economic benefit, post-project evaluation 第一章 绪论 1.1 研究背景和意义 研究背景 项目后评价是对己完成的项目进行的一种系统而又客观的分析评价，是项目周期中不可或缺的 重要一环。其主要内容就是用项目实际的成果和效益，来评价分析项目目标、目的、效果、效益 的实现程度，衡量分析项目实际情况与预期目标之间的差距，总结项目的成败得失、经验教训， 为项目的实施提出改进意见，为后续项目的决策提供依据，并帮助决策者提高决策水平和投资效 益。 1994年，原国家电力公司电力规划总院颁发了《电力建设项目经济评价实施细则》和《电力建 设项目经济评价实施细则和文件汇编》。1998年，原国家电力公司专门还下发《电网建设项目经 济评价暂行办法》, 2002年，原国家电力公司又专门下发了《关于开展电力建设项目后评价工作 的通知》，明确要求认真开展大型电网工程的后评价工作，对电网工程建设的后评价工作起到了 一定的推动作用。 此外，由于电力工业市场化运营的开展和电力体制改革的
