Volunteer service failure also can be caused from volunteer organization’s inherent limitation and external interference and controlling. For example ， volunteer organization behavior deflects aspiration and public good, then the phenomenon of lower distribution allocation of resources effect or value of taking the common to mistake, under satisfying society diversifying need , providing the common product and serving, produce the defect on the functionality and efficiency. The main body acts arbitrarily in strong power intervening middle, is insufficient discuss an ability; independent character and the autonomous rule ability do not wait for a phenomenon by force. Volunteer organization’s effectiveness of fulfilling social responsibility and the quality of providing public service are affect the governance of social affairs directly，and it determines the fate of public governance.
