However, due to the rising labor costs, high energy prices, shortage of land supply, environmental damage and serious pollution, the resources and environment constrains Chinas economic growth and opening up to the outside. As an famous manufacturing city with strong industrial fundation, Foshan City, in the process of economic and social development, is also facing the same problem, which requires relevant government departments to take innovative methods to support the development of strategic emerging industries as a new economic growth point, thus breaking through the bottleneck of development. Along with the innovation of science and technology and the increasingly integrated global economy, service outsourcing industry, as an emerging industry business mode, is becoming the world transformation of economic structure and an important way of promoting industrial level. Since 2006, Chinas service outsourcing industry has rapidly developed under the support of the relevant state ministries and commissions and local governments at all levels. But due to its weak foundation, the service outsourcing industry in Foshan City started relatively late, on a smaller scale. To strengthen the research of government support for service outsourcing industry and to formulate specific countermeasures is of great significance to the industry transformation and upgrading of Foshan City as well as to the building of Foshan as a happy city.
