首都经济贸易大学硕士学位论文低碳背景下我国中小企业的发展 首都经济贸易大学硕士学位论文 低碳背景下我国中小企业的发展 提要 中小企业在我国市场经济环境下担当着特别的角色，不但在数量上不断增多，而 且在整个社会经济中所占的比重也越来越大，并逐步成为国家自主创新战略的主要承 担者和受益者。 即便如此，中小企业在现实中的发展仍然存在很多困难，例如，中小企业自身方 面的管理水平不高，融资比较困难，缺少足够资金，在竞争中很难取胜等；与此同时， 中小企业在发展中又会不断面临产生的新问题，新老问题同时考验着中小企业。世界 各国普遍认为，“低碳”计划像蒸汽机、计算机一样，将人类社会引领入下一个技术 时代。在这种背景下，尤其是那些高能耗，高污染，高消耗的中小企业，在对产品的 环境质量的要求日益苛刻的局势下更将会难以为继。 总结中小企业在低碳经济背景下所遇障碍主要有：能源强度与碳强度高的企业和 行业将会面临显著的合规风险，更高的市场准入门槛，成本障碍，资金障碍以及创新 能力和高能效障碍。造成这些障碍的原因，既有中小企业内部原因又受到外部环境的 阻碍。本文以北京市中小企业为例折射全国中小企业，全面分析这些障碍因素，并从 企业、政府和行业协会这三个角度分别给出建议从而帮助中小企业在低碳背景下找寻 发展的出路。 主题词:发展 中小企业 低碳经济 I Abstract In Chinas marketing economy environment small and medium-sized enterprises bear a special role.
