Public policy analysis uses a variety of tools to develop relevant information and pres ent it to the parties involved in the policymaking process in a manner that helps them come to a decision. However, the process of public policy analysis is not easy because the context of it is usually complicated social system which contains many parts or details we can not forecast. On one hand, public policy analysis has been developed for a long time in the developed countries, in which exist relatively mature policy analysis framework. On the other hand, it still has a long way to go in China. The main research content of this paper is to develop a public policy analysis supporting system on the basis of public policy analysis process and theory framework, which provides full support for public policy -making process from policy domain problem analysis to choosing the final policy alternative, in order to improve the scientific degree of public policy analysis. During this process, Object-Oriented system analysis design technology and visual simulation technology are both introduced. This paper has firstly researched basic theory of public policy analysis, including the core elements and framework. Those results will be the basis of system analysis and design. After that it also explores how to apply visual simulation to the public policy analysis proce ss. Secondly, combined with public policy analysis theory, specific implementation methods are introduced to the process of public policy analysis. Object-Oriented system development method is used to complete the analysis, design of the public policy analysis supporting system. After using visual simulation technology, introducing “scenario scorecard”, a new public policy analysis supporting process is proposed.
