Forthly, we must adopt scientific price-formating machinism and price structure which can make public utilities not only meet the basic social needs, but also access to their own development. At the same time, we also need improve the cost supervision, price compensation system and incentive system, etc. In the conclusions, I sum it up and prospect the role which economic law can play in building the public-utility-controling legal system .
