行政组织理论视角下城市道路运政管理问题研宄 道路运输业构成了国民经济发展的基木部分，是支撑经济发展的基础性行业，是 构成宏观运输体系的主力军，对一个城市的交通网的构建起到相当大的影响。发展城 市道路运输行业有利于社会基础设施和运输方式的进一步升级，为城镇化进程的推进 打下贤实的棊础。随着国家西部大开发战略进一步的推进，贵阳市作为西部地区的重 要城市，社会经济乘着西部人开发的顺风车得到迅速的发展，但是城市道路运输建设 却没有取得想象中的成果，面临着许多不协调问题，需要破解发展冲突的网境。由于 运政管理部门是城市道路运输的主要管理调控者，所以解决道路运输的矛盾就要尽快 找准新形式新耍求下城市道路运输管理定位，研究贵阳市城市道路运政管理体制改革 屮管理部门的地位，对于维护运输市场秩序，加快服务型政府建设有着十分重要的作 用。 木文以行政组织的理论为视角，主要采用了文献调查的方法，翻阅了很多关于城 市道路运输、道路运政管理的新闻资料和文献，进而根据对资料里近儿年贵阳市的交 通数据状况提取重耍信息，得到目前贵阳市城市运输管理的现状和面对的一些困境， 并以适应R前道路运输的发展为主，提出了针对贵阳市现行道路体制改革的一些建 议。本文以研究市级范围内的城市道路运政体制为重点，通过从分析出的问题中提纳 出需要管理部门角色好好把握的关键信息，以行政组织相关原理为中心，阐述了管理 部门内部存在的各个问题，并根据行政组织建立原则的论述，针对城市道路运政管理 改革提出了转变管理部门职能、提高管理部门法制建设、重视人冰队伍建设的一些建 议，重点推进城市道路运输健康持续的发展，以满足群众不断増长的交通需求。 m：贵阳市;行政组织；城市道路运输；道路运政管理体制 m： 贵阳市; 行政组织；城市道路运输；道路运政管理体制 Abstract As the foundation and the leading industry of the national economic structure, the road transport industry is the main body of the macroscopic transportation system and the important part of the urban traffic network.
