我国区域卫生信息化建设的研究 ［ ］医药卫生改革与发展迫切需要加快信息化建设，信息化不仅能促进各项改 革措施的落实，也能推动医药卫生改革的深化。由于项目建设内容广泛，涉及的利益相 关方众多，技术复杂，因此也是卫生信息化领域的难点。区域卫生信息化建设与卫生行 业其他项目省很大的差别，在项目规划和管理过程中必须依据其特点进行ffl应的调整， 以降低项目风险，达到质量、成本、进度的平衡，良好地实现项目目标。本文作了较为 完整项口管理体系的说明，还针对区域卫生信息化建设的特点进行有针对性地描述特定 的项目管理架构与流程，简要阐述了我国区域卫生信息化的现状及面临的挑战，总结了 我W区域卫生信息化建设的项0管理的措施，为区域卫生信息平台建设者提供参考。 ［关键词］区域卫生健康档案信息化项目管理 ［summaryJ Medical and health reform and development of the urgent need to accelerate the construction of informationization, the information can not only promote theimplementation of reform measures, deepening can promote the medical and health reform. The project content widely, stakeholders involved are numerous，complex technology, so difficult is the health information field. There is a big difference between the regional health informatization construction and other projects in the health sector，project planning and managementprocess must be adjusted according to its characteristics, in order to reduce the project risk, to achieve the quality, cost，schedule and good balance, achieving the goal of the project.
