第十届中国农业园区论坛 第十届中国农业园区论坛征文 做好乡村休闲观光产业 促进重庆统筹城乡发展 程 运 康 （西南大学校地合作处 重庆 400716） 摘 要：重庆市已经进入外环经济时代，“一圈”城镇集聚人口的增加，经济的强劲发展，将给主城以外“两翼”的区县发展乡村休闲观光农业产业提供很好的发展机遇。休闲观光农业产业的发展，对农业增效、农民增收、新农村建设将起到积极的促进作用。大力发展乡村休闲观光农业产业，对促进统筹城乡发展具有十分重要的意义。有关部门应做好乡村休闲观光农业产业的发展规划和制定相关政策，把发展乡村休闲观光农业产业纳入重庆市统筹城乡综合配套改革试验区建设的总体规划中去。要通过发展乡村休闲观光农业产业，灵活运用“农中有旅、以旅促农、农旅结合、强农兴旅”的办法，进一步增加农民就业、促进农民增收、繁荣农村经济，进一步扩大城乡居民交流、拓展大旅游、大服务产业链，满足人民群众休闲享受的新需求。 关键词：休闲观光；促进；统筹城乡；发展 Develop the Countryside Leisure and Tourism Industry, Facilitate the Balanced Development of Urban and Rural Areas in Chongqing Cheng Yunkang (University and Region Cooperation Department, Southwest Abstract: Chongqing is now at the entrance of outer-circle economical era. The increase of urban residents and booming economical development endow a good developing opportunity for the development of agricultural tourism in county-level areas. Agricultural tourism development will in turn heighten the efficiency of agriculture, increase the income of peasants, and facilitate the contribution of new countryside. The development of countryside tourism bears lasting significance on the balanced development of urban and rural areas. Relevant departments should formulate developing plan and device relative policies and incorporate the development of countryside tourism into Chongqing’s overall planning of the construction of comprehensive matching reform experimental region with balanced urban and rural development. By upgrading the agricultural tourism industry and applying the strategy of “tourism within agriculture, tourism facilitates agriculture, agriculture combines with tourism with mutual benefits” flexibly, we can further develop the employment of peasants, enlarge harvest, boost countryside economy, encourage communication between urban and rural residents, extend the chain of tourism and service industry and, finally, achieve the goal of meeting people’s new need for leisure and comfort.
