cultivated land use in Henan and puts forward some feasible countermeasures and measures in terms of policies, regulations, technical and scientific aspects of cultivated land resource sustainable utilization, in order to achieve the purpose of sustainable utilization of cultivated land. Main conclusions of this research is as follows: 1 ） Until 2010 July, Henan cultivated area is 8.0813 x 106 hm2 ;year end in-constant-use cultivated land area is 7.2022 x 106 hm2，accounts for 3.94% of the total amount of national cultivated land. The land area per capita is only 0.07 hm2, which belongs to medium to low level compared with the worlds major countries. It is about 32% of the world’s cultivated area per capita. During 1999-2008, the changes of Henan cultivated land use can be roughly divided into two stages, the first stage: 2002-2004 change was faster, 2005-2009 the change started to moderate. 2）This article is described to structure PSR model .In this frame, it figures out to confirm the weight of all factors by improved Entropy Method, then quantize evaluation index data and last calculate sustainable utilization level for each index using comprehensive evaluation model. The result indicates: within 10 years between 1999 and 2008, comprehensive evaluation value of sustainable utilization for plough recourses in Henan province was raised from 0.21 to 0.75, which was increased almost 4 times. It was appeared greatly increased tendency from 2005, however, rapid development for Economy of modern society restricts persistence of plough using, especially relevant sustainable utilization for plough such as GDP, urbanization rate, residents disposable income and so on. 3）Through comprehensive evaluation and analysis of the existing problems in the cultivated land resource sustainable utilization in Henan province, starting from broadening sources of income and reducing expenditure, and on the basis of ensuring the dynamic balance of the quantity and quality of cultivated
