摘 要 摘 要 21 世纪是知识经济的时代，知识已然成为创造财富、增加收入的重要因素。人力资 本作为生产要素中最重要的要素，既是一个国家最重要的财富基础，又是一个国家发展 的重要源泉。随着各国对人力资本的研究越来越深入，人力资本在经济增长中所起到作 用越来越受到各国的重视。 河北省内环京津两地，与京津两地由于其社会、文化、环境以及地理位置等方面的 内在联系,客观上形成了一个具有人缘、地缘和产业缘密切往来的经济统一体。然而如 何提高河北省的劳动力素质，提高人力资本水平，这需要我们更加深入的研究。改革开 放以来，河北省经济有了长足的发展，但是经济增长中主要是以物质资本推动为主要动 力，人力资本在其中的作用仍然不是很明显。 本文将从人力资本水平的角度，在国内外人力资本理论和经济增长理论的基础上， 测算了 1978-2012 年河北省人力资本和物质资本水平，并利用以柯布——道格拉斯生产 函数为基础的有效劳动模型和人力资本外部性模型，对人力资本和物质资本存量与河北 经济增长的关系作实证研究，发现河北省在人力资本方面的不足之处，并针对分析结果， 就人才引进机制、人力资本产业结构配置、人才流动市场管理、再就业人才安排等方面 提出政策建议。 关键词：人力资本 物质资本 经济增长 有效劳动模型 I Abstract Abstract The 21st century is the era of knowledge economy, knowledge has became an important factor in the creation of wealth and revenue increasing. As the most important factor of production, Human Capital is not only a countrys most important asset base, but an important source of a countrys development. National research on human capital as more and more deeply human capital in economic growth and the growing role played by the national attention. Beijing and Tianjin, Hebei, Inner Ring, Because of the intrinsic link their social, Beijing and Tianjin, Hebei have cultural, environmental and geographical aspects, the objective of economic unity formed a close contact with popularity, geopolitical and industrial edge. However, how to improve the Hebei Province quality of labor, , and improve the level of human capital, which we need more in-depth study.
