i i PAGE PAGE iv 摘 要 招投标作为招标人选择投标人及投标人争取工程项目的主要手段和方式。进行本 课题研究，一方面是因为高速公路的建设、设计、施工、监理等阶段的评标方法研究 已经成熟，但是，关于高速公路交工验收试验检测评标指标的构建及评标方法的应用 研究成果较少。另一方面是由于招标的核心是评标方法的确定，招标人在甄选投标单 位时，如何选取合适的评标指标，运用怎样的模型制定评标方法，产生的招标结果往 往是不同的。所以，论文对此进行研究，选题切合实际，具有理论及工程实用价值。 本论文阐述了国内外招投标的发展过程及高速公路交工验收试验检测项目招标中 存在的问题，介绍了交工验收项目的招标程序，交工验收检测机构的主要工作职责及 工作内容，接着针对交工验收项目招标存在的问题及结合综合评标方法，论文构建了 交工验收项目的评标指标体系，并建立数学模型进行量化分析，详细制定出适合交工 验收项目的评标方法。最后，作者结合实践经验，把基于层次分析模型的评价方法应 用到具体案例中，选择最优投标单位。为了验证评标方法的准确性，论文采取灰色关 联度方法选择投标人进行比较。结果表明，湖北省交工验收项目三标段的候选人顺序 基本是一致的，并对两种方法对比，分析了所建立的指标体系及评标方法的可行性和 实用性。对高速公路管理部门在工程交工验收试验检测项目招投标阶段的评标工作具 有借鉴意义和参考价值。 关键词：公路项目管理，交工验收，灰色理论，综合评标，层次分析 Abstract At present, bidding has become the main means which bidders obtain the projects. Why research this issue? On the one hand, the evaluation method research has matured in the stage of highway build, design, construction, supervision and so on, but, the research results is less in the construction of the evaluation indicators and the application of evaluation method about the test examination of highway acceptance check. On the other hand, due to the core of the tender is the determination of the bid assessment method. It depends on two aspects how to select the appropriate evaluation indicators and what kind of model for bid evaluation method is used. So, it is necessary on evaluation methods research about the test examination of highway acceptance check. First, this paper expounds the development process of the bidding in china and overseas and the problems existing in the bidding and introduces the project bidding process of completion of acceptance and the basic requirements of testing institutions. Second, aiming at the existing problem in the bidding and combining with the comprehensive evaluation method, this paper constructed the evaluation index system and established the mathematical model in order to quantitative analysis and developed evaluation method in detail for completion of acceptance of the project.
