* The first question I received via email from Joe, the librarian, was how to raise the rate of circulation. This has become the dominant question of my consulting work. Essentially it is about how to promote the reading of English juvenile books among Chinese students. Before I recommended any reading promotion activities, I first gave Joe and Susan the big picture of American youth services and their impact on young people. I reviewed theories and empirical studies published in the U.S. about reading, literacy, and education. These studies found that “free voluntary reading” had positive impact upon literacy development and language proficiency, and that students made higher academic achievement in schools where professional library services were provided. One suggestion was about improving the quality of library catalog records. Due to time constraint and the language obstacle, the catalog contained no subject headings or summaries. It was inconvenient to locate books by topic and genre that match one’s need and interest. For students who were looking for interesting books to read, a summary in Chinese of the English books would be especially helpful. Then I introduced several strategies to promote reading, including storytelling, booktalking, soliciting book reviews from students, and providing in-class time for free and silent reading. * Joe and Sue couldn’t agree with me more on the importance of reading, but seemed to be hesitant about carrying out those activities. Only a book review contest was during the winter break, and it wasn’t successful. Even though every student checked out at least one book to write the review, some students read carefully and took notes, some finished only half, some gave up because the language was too difficult, and some never touched the books.
