Therefore, developing a safety management system corresponded with Coaltoliquids Chemical industry characteristics is the primary task. In this paper, specific safety needs and business functions for the coaltoliquids chemical enterprise are analyzed. The safety manage information system of the coaltoliquids chemical enterprise is designed with applying Agile development platform. By involving HSE management system and MVC model, the systemic function framework, information network deployment, database, systemic integration and interface, and systemic safety are designed respectively based on SOA framework. The predominant business model functions of safety information management systems, including risk management, accident management, significant hazard resource management, hidden trouble management, safety inspection management, and safety monitoring management, etc are implemented.
