Abstract In recent years, the rapid development of computer technology, the expeditious popularization of Internet, the speedy promotion of network overlay percentage and bandwidth, these essential factors promoted the flourishing development of the enterprise application system which based on web. Superior to all the others，network owing to its cross-time，cross-land，rapid，efficient and low-cost and other significant characteristics has stood out to be the main way of accessing and distributing information. So now how to issue the information to the Internet in a faster，more effectively expressed way is an urgent problem for all sectors. In this condition, the development of internet promotes the requirements for OA system, the application program of server based on Browser/Server is widely used. In the meanwhile, there have been greater demands for application systems based on Web to meet more complicated requirements, short RD time cycle as well as higher system stability, expansibility, and maintainability. So a better design pattern and a reusable system framework have been the key issue of improving the efficiency and quality of software development. This paper, focusing on the problems, introduces the J2EE architecture, MVC(Model/View/Controller) model, and other related concepts and technologies. After framework web-based investigations of current systems as well as the Struts, Spring and Hibernate framework, a new n-tier framework to build systems is brought up in this paper based on the MVC pattern theory by using the Spring framework as the core and basing on the integration of the Spring, Struts and Hibernate frameworks with Freemarker template engine. This resolution has been applied to ITEC OA system, and have been in use. The result of development shows the system doesn’t depend on platform and has the characteristics of high maintainability, expansibility and reuseability, so have proved to be a fast to develop, stable and expandable enterprise level
