PAGE24 / NUMPAGES24 摘 要 通信网络代维（外包）的服务模式已成为国际上通信网络运维的一种模式；在国内，通信网络运维领域中代维服务是一个迅速发展的产业，这种服务模式在各通信运营企业已不同程度被采用。 大量的通信代维公司应运而生，很多的设备厂商也在利用自身的优势逐渐进入代为市场。通信代维行业的竞争逐渐进入白热化阶段，成本控制能力将被用来作为衡量企业能否继续生存的重要标志。 根据企业的总体目标和工程项目的具体要求，在项目实施过程中，对项目整体成本进行有效的组效、实施、控制、跟踪、分析和考核等管理活动，以达到强化经营管理、完善成本管理制度、提高成本核算水平、降低工程成本、实现目标利润、创造良好经济效益的目的的过程。由此可见，加强项目成本管理是企业积蓄财力，增强企业竞争力的必要条件。 作者通过对上海贝尔在浙江联通台州地区代维工作，总结了成本管理在通信代维项目中的经验。 关键字：项目管理、成本管理、通信代维 Abstract Internationally, Maintenance Service (outsourcing) in communication network has become one of the service modes of communication network operation and maintenance.
