l 广 东 商学院 2013-JX16- 本科毕业论文（设计） 教育发展现状与财政投入政策分析 院 （系） 财政税务学院 专 业 财政学 学 号 学生姓名 指导教师 提交日期 2013年3月10日 内容摘要 教育是兴国之本，一国的教育水平关系到国家的繁荣富强，我国改革开放以来在教育方面取得了重大成就，但在各地之间仍存在明显的差异，农民工子弟在城市上学也面临着户籍的门槛，导致一本分学生放弃了求学的道路，影响国民素质，本文就造成这一现象的表象原因公共财政投入分配不均，根本原因是公共财政的投入总量不足，就总量不足与分配不均提出对策，加大对教育的投入，建立基于基本教育服务均等化的国家服务标准，完善转移支付制度，促进地区间教育的均衡发展，立法确定政府教育公平性，增加教育经费来源，鼓励私人教育经费投入补充公共教育经费不足的问题。 □□ 关键词： 教育支出 教育公平 教育水平 私人投入 Abstract education is very important for a country, a countrys education level is related to national prosperity and strength, since Chinas reform and opening up have made great achievements in the field of education, but there are still obvious differences between the , migrant rural and urban areas. workers children in the city school is faced with the difficult of the household registration, which makes a part of students give up study opportunity and affect the improvement of national quality.In this paper, the causes of the appearance of this phenomenon is distribution of public finances, but the primary cause is the insufficient public financial investment amount,, based on basic education services equalization of national service standards, we should increase investment in education and improve the system of education. And promote the balanced development of regional education, establish the government education fairness, increase education funding sources, encourage private education funds investment to complement the shortage of public education fund.
