Abstract As information and network technology developing, rapid information wave impact on human society in various fields. Achieve information and paperless Management through a variety of management information systems is the general trend. Material dispatching and transporting business has widely distributed and complex characteristics. But much of the work is handled through artificial, which easily lead to inventory lost control, low operational efficiency, not standardized business process. This brought many difficulties to the implementation and management of project. Hence, we need a powerful material dispatching and transporting system to integrate information, standardize business processes, and enable fast and accurate information processing, analysis. Through these, it provides intelligent decision support to decision maker. J2EE platform is the first choice to develop management information system. It’s also the de facto standard in the filed of enterprise software development. J2EE simplifies development and deployment of enterprise solutions. It has a multi-tier architecture which is capable of managing correlate complex issues. J2EE provides a good mechanism to built a scalability, high flexibility, easy to maintain and easy to expand enterprise application platform. Through researching and analyzing several frameworks based on J2EE such as Struts. Hibernate and Spring, this paper designs a detailed hierarchical structure for this system. Struts, Spring and Hibernate will be deployed in different layers based on their features, and integration to be an organic whole. This paper also designs a common data access object using Java5 Generic properties and Spring AOP technical. At last, according to the Huaneng Group Yunnan Lancang River Hydropower Corporation Xiaowan Hydropower Dam pouring period material dispatching and transporting system I participated, the process of implementation this framework in system development will be introduced in detail.
